In a dutch oven over medium-high heat, saute the steak and garlic in oil until browned.
Add the yellow onions.
Cook and stir for 5 minutes.
Stir in 2 cups of water and the celery, tomatoes, tomato sauce, salsa, chili power, cumin, oregano salt and pepper.
Bring to a boil.
Reduce heat, cover and simmer for 2 hours or until tender.
Combine the flour, cornmeal and remaining water, stir until smooth.
Bring the chili to a boil.
Add the flour mixture, cook and stir for 2 minutes or until thickened.
Garnish with cheese, sour cream, onions and olives.
